Briefly: According to Virgin, an issue with its network has been fixed, but you might need to restart your phone.
Update: Virgin have told Gizmodo “We will be thoroughly investigating the issue and will be crediting all affected customers their access fee for the day today.”
Despite no other updates regarding the “issue”, this tweet just appeared on the telco’s account:
The network issue is now resolved but you may have to restart your phone. We apologise sincerely & know how important it is to be connected.
