Unless you're riding a tandem, bicycles aren't really designed for two passengers. Wearing the proper gear, the scooteRack is probably considerably safer than having a passenger perch on your handlebars, as long as the bike maintains a reasonable speed. Unlike a tandem, when the scooter is folded away, the bike is no longer than a standard model, making it easy to lock up and store.
