The scarf is actually covered with individual strips of tiny retroreflective lenses which fling light back at the source it came from. The result is that when the scarf is hit with varying intensities of different lights, it will glow a variety of colours that appear differently to anyone who happens to be looking. Its strips are less a quality of the scarf than a subjectively observed event, triggered by a flashlight or a camera’s flash.
