Reclassify all SUV’s and 4WD vehicals (or vehicals over a given size/weight/height) into a new class requiring a new license??
How about providing a “city” tax for all “large” passanger vehicals not registered with an appropriate overroad club??
How about allowing residents to put in horse shoe drives??
