
The hardware capability for FM radio does exist in some models — the current iPod touch and iPhone 3GS have FM transmitters, and the 2nd-gen iPod touch also has a chip that’s capable of receiving FM signals, though it uses it for Nike+ stuff.
It’d make sense to add more software parity across the line, but who knows — no date is given for when we might actually see this FM radio app. [9to5Mac

I just got an iPhone 3GS, so it has a FM radio chip in it, but currently no way to play FM radio? crazy.

Not necessarily, just like the 2g model of the touch, they have just now enabled the bluetooth function by releasing a 3.0 software update..
I think they just don’t want to activate every extra option at once, so they don’t have to ‘invent’ new stuff every time they release a new model..
just my point of view.. :)
