@lpranal: I think he means it in the verbal sense, although that definition has fallen out of use in modern English. It's a synonym for "exclaim" depending on the context. If you've ever read Twain and some other writers, you'll see it used like that.

And I've seized every opportunity in mandatory creative writing to utilize the word in that manner as well.
