Our Philip K. Dick-obsessed cousins apparently have their very own biogeek sage, who today tackles that most pressing of sci-fi tech questions: Where are my cybernetic implants? Short answer: They're coming, it's just that building people parts out of metal and plastic is hard! The sense of touch is a tricky, and our nerves are not exactly open source. Still there's a litany of proto-Luke Skywalker quality cyborg parts out there that are pretty good, ugly: Bionic hands, arms and retinas oh my! The film(s) you're thinking of is/are either "Brainstorm", directed by Douglas Trumbull (Silent Running) with Natalie Wood (her last film) and Christopher Walken - or - "Strange Days", directed by Katherine Bigelow (Near Dark) with Ralph Fiennes and Juliette Lewis (co-written and co-produced by James Cameron).
Either that or it's an episode of Bewitched - the one where Darren's job is at stake and Samantha ends up having to use magic to fix everything before making him a martini.

I lost my left arm four years ago, and I am realy looking forward to beeing able to do a good old two hander again! Go DARPA GO! (If possible, include lube dispencer in wrist)

The real answer in right now. Who would have believed that there would be a day when you could remove the human heart and replace it with a pump. Yet it's being done. Right now.

There are drug pumps that can aid in insulin injection in place of a bad pancreas. Retinal implants giving blind patients sight. Cochlear implants restoring hearing.
The biggest advances are going to happen where the most money is. The number one cause of death, heart failure. Number two, cancer.
When the number one medical problem is a lost limb, there will be some really advanced kick-ass limb replacements. Until then, you'll have to settle for a bionic heart.

20 years sounds like a good time frame for them to reach a point where they seem realistic to the point where no one can tell if they're real or not. Robotic movements are getting more balanced and fluid. Note to people with cash to burn: get yourself an Aibo or Pleo instead of that diamond bracelet. The jewelry may look pretty, but investments in unpractical crap like toy robots leads to a drop in the costs of developing robotics and improving upon them as a result of consumer demand. That increases the rate at which robotics improve, and therefore lead to cheaper and better robotics for more practical applications. Help the economy, people!

We'll be able to replace our arms around the same time that spam email companies start sending out news for bionic penises.
On a more on-topic note, I'd like to replace at least part of my left hand. The base knuckles on the ring and pinky fingers are stinging like crap.

@ripfire4: Sounds like Neuromancer, but w/out the glasses. If I recall correctly, the system interfaced directly with your central nervous system. In the book, she opens up the feed to the guy on the other end, and pinches her nip. One of the greatest parts of the book.
