I carry collapsible chopsticks and a titanium spork around with me because I hate using throwing away plastic cutlery. I still don't understand the bra as a chopstick holder.

Not a isolated case. What's with japanese inventors and bras? Every month there seems to be a new (weird or disgusting) contraption for bras.
Permanent chopsticks doesn't sound like a bad idea, but it's not exactly new (chinese people has been using plastic or some non-disposable material for years), and don't justify the semi-naked woman (not that she needs any justification).

Besides, there's a reason people use wooden disposable chopsticks: hygiene. Using some detachable ones that women can store under their armpits of someplace else is not exactly it.

But yeah, the attempt on semi-naked woman + food + fighting the global warming in a not so clever way...
